I'd say glossy lipbalm if they tend to get dry. Maybe you can add a little red/pink colour to add a tint but still allow moisturiser to soak into lips.
Why not try something new?
Lipglosses, they're cheap and add volume to your lips.
You could try in a clear colour, and there's many others to choose from.
